That state is legitimized and qualified that creates the framework for the well-being and the prosperity of its citizens! You can recognize the state of a state by its railways. 

In Germany, trains with a delay of 6 minutes are now considered punctual. 

In Switzerland, on the other hand, you can count down the seconds when a train pulls into the station.

Recommendation:

The actors of the German political establishment should ask their Swiss colleagues for a workshop and so they are able to learn a lot about a working state.

At least, that would be a start!
